Overall Work ProgramCollared Lizard

The Overall Work Program (OWP) serves as a roadmap or primary management tool for the Inyo County Local Transportation Commission. Each year the Inyo County Local Transportation Commission is required to adopt an OWP concurrent with the fiscal year. An OWP is described on page 2-1 of the California Department of Transportation Regional Planning Handbook as follows:

         The OWP introduces the agency and provides an overview of the region, with a focus on its transportation goals and objectives, and the actions to achieve those goals and objectives. The OWP is a scope of work for transportation planning activities, including estimated costs, funding sources, and completion schedules.

The Regional Transportation Planning Agency Overall Work Program Guidance for FY 2012/2013 and the 2011 Regional Planning Handbook can be viewed by following their respective highlighted links. The Regional Planning Handbook serves as a guide to administering Overall Work Programs, Regional Transportation Plans and their funding sources. The Regional Planning Handbook characterizes the OWP as follows:

       The core regional transportation planning document is the Overall Work Program (OWP) and its core product is the Regional Transportation Plan (RTP).

The OWP and RTP are directly and inextricably interconnected. OWP activities support the RTP and development of the RTP is an OWP activity. The RTP is implemented through the Regional Transportation Improvement Program (RTIP) and the Federal Transportation Improvement Program (FTIP). Development of the RTIP and FTIP are OWP activities.

The Inyo County LTC approved the 2012-2013 OWP at their June 20, 2012 meeting and can be viewed by following the corresponding link. The Inyo County LTC then approved Amendment No. 1 at their October 17, 2012 meeting and Amendment No. 2 to the Overall Work Program at their December 5, 2012 meeting. These amendment added Task No. 20 to the Project Development and Monitoring work element and Task No. 18 to the Coordination and Regional Planning work element.

The FY 2013-2014 Draft OWP has been released for public review and comment and can be viewed by clicking on the highlighted link. An introduction to the draft OWP can be viewed by scrolling down to PDF page 23 of the March 20, 2013 Inyo County LTC agenda  packet. Please submit any comments by April 26, 2013 to LTC staff. The LTC tentatively will consider the approval of the Draft OWP at its May 15, 2013 meeting.
